Elite Theory

The Power Elite is a 1956 book by sociologist C. Wright Mills, in which Mills calls attention to the interwoven interests of the leaders of the military, corporate, and political elements of the American society and suggests that the ordinary citizen in modern times is a relatively powerless subject of manipulation by those three entities.

Vilfredo Pareto He made several important contributions to economics, particularly in the study of income distribution and in the analysis of individuals' choices. He was also responsible for popularising the use of the term "elite" in social analysis. He introduced the concept of Pareto efficiency and helped develop the field of microeconomics. He was also the first to claim that income follows a Pareto distribution, which is a power law probability distribution. The Pareto principle was named after him, and it was built on his observations that 80% of the wealth in Italy belonged to about 20% of the population. Pareto developed the notion of the circulation of elites, the first social cycle theory in sociology. He is famous for saying "history is a graveyard of aristocracies". Pareto seems to have turned to sociology for an understanding of why his abstract mathematical economic theories did not work out in practice, in the belief that unforeseen or uncontrollable social factors intervened. His sociology holds that much social action is nonlogical and that much personal action is designed to give spurious logicality to non-rational actions. We are driven, he taught, by certain "residues" and by "derivations" from these residues. The more important of these have to do with conservatism and risk-taking, and human history is the story of the alternate dominance of these sentiments in the ruling elite, which comes into power strong in conservatism but gradually changes over to the philosophy of the "foxes" or speculators. A catastrophe results, with a return to conservatism; the "lion" mentality follows. This cycle might be broken by the use of force, says Pareto, but the elite becomes weak and humanitarian and shrinks from violence.[ Pareto argued that democracy was an illusion and that a ruling class always emerged and enriched itself. For him, the key question was how actively the rulers ruled. For this reason, he called for a drastic reduction of the state and welcomed Benito Mussolini's rule as a transition to this minimal state so as to liberate the "pure" economic forces.

Italian school of elitism Vilfredo Pareto (1848–1923), Gaetano Mosca (1858–1941), and Robert Michels (1876–1936), were cofounders of the Italian school of elitism, which influenced subsequent elite theory in the Western tradition.[5][6] The outlook of the Italian school of elitism is based on two ideas:

  1. Power lies in position of authority in key economic and political institutions.
  2. The psychological difference that sets elites apart is that they have personal resources, for instance intelligence and skills, and a vested interest in the government; while the rest are incompetent and do not have the capabilities of governing themselves, the elite are resourceful and strive to make the government work. For, in reality, the elite would have the most to lose in a failed state. Vilfredo Pareto[edit] Pareto emphasized the psychological and intellectual superiority of elites, believing that they were the highest accomplishers in any field. He discussed the existence of two types of elites:

  4. Non-governing elites He also extended the idea that a whole elite can be replaced by a new one and how one can circulate from being elite to non-elite. Gaetano Mosca[edit] Mosca emphasized the sociological and personal characteristics of elites. He said elites are an organized minority and that the masses are an unorganized majority. The ruling class is composed of the ruling elite and the sub-elites. He divides the world into two groups:

  6. Non-Political class Mosca asserts that elites have intellectual, moral, and material superiority that is highly esteemed and influential. Robert Michels[edit] Sociologist Michels developed the iron law of oligarchy where, he asserts, social and political organizations are run by few individuals, and social organization and labor division are key. He believed that all organizations were elitist and that elites have three basic principles that help in the bureaucratic structure of political organization:
  7. Need for leaders, specialized staff, and facilities
  8. Utilization of facilities by leaders within their organization
  9. The importance of the psychological attributes of the leaders

The theory posits that a small minority, consisting of members of the economic elite and policy-planning networks, holds the most power—and that this power is independent of democratic elections.1 Through positions in corporations or on corporate boards, and influence over policy-planning networks through the financial support of foundations or positions with think tanks or policy-discussion groups, members of the "elite" exert significant power over corporate and government decisions. The basic characteristics of this theory are that power is concentrated, the elites are unified, the non-elites are diverse and powerless, elites' interests are unified due to common backgrounds and positions and the defining characteristic of power is institutional position.”

Polybius (150 B.C.) referred to what we call today Elite Theory as simply "autocracy". He posited with great confidence that all 3 originating forms of sources of political power: one man (monarchy/executive), few men (autocracy), many (democracy) would eventually be corrupted into a debased form of itself, if not balanced in a "mixed government". Monarchy would become "tyranny", democracy would become "mob rule", and rule by elites (autocracy) would become corrupted in what he called "oligarchy"

The circulation of elite

“The circulation of elite is a theory of regime change described by Italian sociologist Vilfredo Pareto (1848–1923). Changes of regime, revolutions, and so on occur not when rulers are overthrown from below, but when one elite replaces another. The role of ordinary people in such transformation is not that of initiators or principal actors, but as followers and supporters of one elite or another.”
