Institutions cannot decree a living culture. Culture emerges when people sing, build, tell, paint, cook, dress, celebrate, and ritualize. Book XI can establish conditions for right order; Book XIII gives that order memory, style, affection, and participation. Cultural restoration is ultimately Bardic.
